Work Safety Weighs Heavier Than Mount Tai—A Report on the 2026 “First Lesson of the Work Year”

At 9:00 AM on February 21, 2026, Libo Group convened the 2026 Spring Festival Post-Holiday Safety Education Session titled “First Lesson After Resumption” in the conference room on the 7th floor of the production base office building.

I. Zhou Haiyang, Member of the Party Working Committee and Deputy Director of the Administrative Committee of Ningyang Economic Development Zone, delivered an important speech.

During the meeting, Director Zhou emphasized the critical importance of safety protocols for the resumption of work and production. He stressed that all personnel must rigorously fulfill their safety responsibilities, promptly refocus their attention, and eliminate any post-holiday complacency. Director Zhou outlined specific requirements for post-holiday safety production: - Strengthen the foundation of safety - Enhance safety awareness - Intensify risk prevention and control - Strictly adhere to operational procedures He directed comprehensive equipment maintenance, hazard identification, and pre-shift safety training to ensure a smooth and orderly restart of operations, maintaining full safety control throughout the production process.

II. Chairman's Key Address

At the meeting, Chairman Zhou emphasized that safety must always be the top priority. He called for strengthened accountability, strict adherence to national and local government regulations, and diligent fulfillment of duties. Drawing on his own real-life transportation experiences, Chairman Zhou cautioned that safety extends beyond the workplace into daily life, stressing that strong safety awareness is the critical defense for safeguarding lives. He also clarified that safety encompasses all domains, including production safety, product safety, and equipment safety.

Chairman Zhou demanded that in the new year, the company strictly follow the Group's unified deployment, solidify production safety management, implement full-staff safety responsibilities, uphold safety standards, and ensure the successful completion of the Group's annual safety objectives.

III. All personnel at the base participated in the “First Lesson After Resumption” safety training session following the Spring Festival holiday.

The Safety Department organized all base personnel to attend the “First Lesson After Resumption” safety training activity in accordance with the activity plan.

1. During the session, all participants watched the safety education film “Life First, Safety Foremost.”

2. Yin Chengchao, the company's Safety Director, led all attendees in reciting the safety pledge.

3. Deputy General Manager Wang Chengjian delivered the “First Lesson of the New Work Term.”

During the training session, Mr. Wang first analyzed the current severe safety management situation, emphasizing the critical importance of refocusing attention upon resuming work. He led all employees in revisiting General Secretary Xi Jinping's important directives and spirit regarding workplace safety. Tailored to the company's specific operations, Mr. Wang conducted specialized training on crane operations, special equipment handling, natural gas usage, gas cylinder management, confined spaces, and mechanical hazards. He mandated that all employees implement risk classification control and hazard investigation and management, redefining the concept that “everyone is a safety officer.”

Finally, President Wang delivered a work report on safety production for 2025 and outlined key priorities and commitments for specific safety initiatives in 2026.
